Eligibility Criteria for Indian Coast Guard Assistant Commandant Recruitment 2023

For General Duty (GD) / (Pilot / Navigator) / Women SSA

  • Should hold a degree from a recognized university with minimum 60% aggregate marks.
  • Mathematics and Physics as subject upto Intermediate or class XII of 10+2+3 scheme of education or equivalent with minimum 55% marks in each subject. The candidates, who have completed graduation after diploma, are also eligible, provided they should possess an aggregate of 55% marks in diploma with physics and mathematics in its curriculum.

For Commercial Pilot Licence (SSA)

  • Should have passed 12th class or equivalent with physics and mathematics as subjects and should have scored minimum of 55% marks in each of the subjects (i.e. Physics 55% & Mathematics 55%).
  • The candidates who have completed diploma are also eligible, provided they should possess an aggregate of 55% marks in diploma with physics and mathematics in its curriculum.
  • Should possess current Commercial Pilot License issued/ validated by Director General Civil Aviation on the date of submission of application.

For Technical (Mechanical)

  • Should hold an Engineering degree of a recognized university in Naval Architecture or Mechanical or Marine or Automotive or Mechatronics or Industrial and Production or Metallurgy or Design or Aeronautical or Aerospace with minimum 60% aggregate mark.
  • Mathematics and Physics as subject upto intermediate or class XII of 10+2+3 scheme of education or equivalent with minimum 55% marks in each subject.
  • The candidates, who have completed graduation after diploma, are also eligible, provided they should possess an aggregate of 55% marks in diploma with physics and mathematics in its curriculum.

Note

  • Upper age relaxation of 5 years for SC/ST and 3 years for OBC (non-creamy layer) candidates is applicable only if posts are reserved for them.
  • Maximum 5% relaxation in aggregate in the degree certificate for SC/ST candidates. No relaxation is applicable for 12th class marks except CPL-SSA entry
  • Income certificate for EWS (Economically Weaker Sections) as per Government of India format (no other format will be entertained) and related regulations.
  • Indian Coast Guard reserves the right to fix the cut off percentage for issue of PSB call up letters.

Additional Eligibility Criteria

  • Candidates appeared in the final year or final semester exam and awaiting result are allowed to apply provided that they should not have any present back papers. Such candidates should be able to submit provisional or original degree certificate issued by University at the time of Final Selection Board (FSB).
  • The candidates failed in Pilot Aptitude Battery Test (PABT)/ Computerised Pilot Selection System (CPSS) or suspended from flying training at Air Force Academy are not eligible for Pilot branch. However, they can apply for Navigator(Observer).
  • Candidates withdrawn on disciplinary grounds from any other service training academy are not eligible to appear.
  • Candidates should not have been arrested, convicted or prosecuted on criminal charges.
  • If there is no vacancy for SC/ST/OBC (Non-creamy)/EWS category candidates, in such case, reserved category candidates can apply as unreserved, however, they will not be eligible for any age and passing marks concession/relaxation. SC/ST candidates can only be exempted from payment of application fee.

How to Apply?

  • Applications will be accepted only ‘ONLINE’ from 17th August 2022 (1100 hrs) to 07th September 2022 (1700 hrs). The candidates are to logon to joinindiancoastguard.cdac.in and follow the instructions for registering yourself with e-mail ID/mobile number. The candidates are to ensure validity of e-mail and mobile number at least up to 31 Jan 2023.
  • The candidate may apply for only one post viz. either Assistant Commandant (GD) or Assistant Commandant {GD (P/N)} or Assistant Commandant (Women-SSA) or Assistant Commandant {Tech(Engg)} or Assistant Commandant {Tech(Elec)} or Assistant Commandant (CPL-SSA) or Assistant Commandant (Law) in reference to advertisement of one cycle of recruitment. If a candidate fills multiple applications in one particular recruitment cycle, then his latest application will be accepted and all previously filled applications will be rejected. Online application will be further scrutinized for eligibility and may be rejected at any stage if found ineligible in any respect.

Documents to be uploaded in the application

  • The candidates will be required to upload documents in two phases. Few documents are required at the online application stage and few are required to be uploaded if shortlisted for Stage-II. The candidates are to scan the original documents (neither photocopy nor self-attested photocopy is to be scanned) as applicable for the post applied and upload in the online application
  • Compulsory documents to be uploaded by all candidates during online application for Stage-I.
  • (aa) Passport size recent colour photograph (taken not before December 2021) (front portrait in light background without head gear except for Sikhs). The photographs is to be taken without spectacles with candidate holding a black slate in front of his chest with his name and date of photograph taken, clearly written on it with white chalk in capital letters.
  • (ab) Candidate’s scanned signature image.
  • (ac) Scanned Clear Left and Right-Hand Thumb Impression Image.
  • (ad) Date of Birth Certificate (10th class mark sheet or Birth Certificate in English or Hindi).
  • (ae) Photo Identity proof (Adhaar Card or Voter ID or Passport or PAN Card or Driving License).
  • (af) Category Certificate (if applicable).
  • (ag) Candidates handwritten declaration (format available on website).
  • (ah) Service Certificate/NOC, if candidate is serving ICG Personnel including civilian or serving in other organisation.

Examination Fee

  • Candidates (except SC/ST candidates, who are exempted from payment of fee) are required to pay a fee of Rs.250/- (Rupees Two Hundred Fifty Only)through online mode by using net banking or by using Visa/Master/Maestro/RuPay Credit/Debit Card/UPI. Admit card will be issued for the examination only to those candidates who have successfully paid the examination fee and who are entitled for waiver of examination fee.

Note:

  • Exemption of Examination Fees. Candidates from SC/ST category are entitled for waiver of examination fee. Candidates are liable to be discharged/ rejected at any stage of recruitment/ training if it is found that false SC/ST certificate has been produced to claim waiver of examination fee/other concessions as applicable.
  • Unsuccessful Payment. In case candidate has made an online payment of fee and money has been deducted from your account (i.e. unsuccessful payment), Please check whether fees is auto refunded to the transaction originating account or please wait for 15 working days for automatic refund of money to your account and check transaction status in originating account.
  • Refund of Multiple Payments. If multiple payments are received from a candidate against single application, then that will be refunded back to the originating account after closing of registration and re-conciliation of all payment records.
  • Fee once paid shall not be refunded under any circumstances nor the fee be held in reserve for any other examination or selection.

Indian Coast Guard Assistant Commandant Selection Procedure

  • The selection of Officer recruits is based on an all India order of merit which is based on the performance of candidate in various stages (I – V) of examination (explained in detail below) and the number of vacancies available for the post. Clearing of Stage I, II, III, IV and V is compulsory for recruitment in ICG.
  • All candidates will be compulsorily subjected to biometric, photo identification and document verification during various stages of examination. The candidate can apply for a single post only in one recruitment cycle. The details of various stages of examination are as follows:

(a) Stage-I (Screening Test)

  • The Stage-I would include conduct of screening Test for the eligible applicants which will be a Computer Based Examination conducted at various centers all over India. Screening test is to be conducted for candidates applying for the post of GD/PN/CPL/Technical (Mechanical/Electrical & Electronics) except Law entry candidates and Departmental Promotion (DP) entry candidates. The screening test will be conducted in MCQ pattern with maximum marks of 400 consisting of 100questions with four marks for each correct answer and one negative marking for each incorrect answer. The duration of the exam will be of two hours and medium of test paper will be English. The candidate has to take following tests depending on post applied:

Note

  • All India category wise merit list will be prepared on the basis of marks scored in Stage-I (Screening Test) of CGCAT examination. In case of two or more candidates having the same marks, then the tie will be broken in steps as follows (Wherever tie is broken next stage will not be proceeded):-
  • Candidates scoring more marks in screening test
  • Candidates older in age will be higher in merit
  • If both the above parameters are identical for more than one candidate, then all the candidates older in age whose date of birth falls on the same day, will be shortlisted for Stage-II (PSB).

Stage-II {Preliminary Selection Board (PSB)}

  • Based on the performance in the Stage-I, candidates will be shortlisted for appearing in Stage-II (PSB)which will be conducted for a day at Noida, Mumbai/Goa, Chennai and Kolkata centres. Candidates will be screened through Computerised Cognitive Battery Test (CCBT) and Picture Perception & Discussion Test (PP & DT). The CCBT will be in English only and will be of objective type. During PP&DT the candidates are expected to speak and discuss in English. However, they are free to speak in Hindi if they wish to do so. The Stage-II examination is only of qualifying nature i.e. either Pass or Fail.

Note:

  • Candidate’s Verification: Candidates reporting for Stage-II will first undergo photo and biometric verification. The photo captured & biometric recorded during Stage-II is to be verified with the captured photo & biometric recorded during the Stage-I. If the biometric is not matching with the screening data, then the candidature will be canceled. The biometric database will be stored for further stages of examination.
  • Documents Verification: The candidates who have cleared PSB will undergo document verification. The original documents brought by candidates will be verified as per the documents uploaded by the candidates during registration for Stage-II. In case of any discrepancy, the candidature will be cancelled and a ‘Rejection Slip’ indicating the reasons for rejection will be handed over to the candidate

Stage-III Final Selection Board (FSB)

  • Stage-II shortlisted candidates will be intimated through their login ID for appearing for Stage-III (FSB) and candidates are required to bring e-admit card for Stage-III. FSB is conducted at the Coast Guard Selection Board (CGSB) located at Noida and spans over five days. The candidates are subjected to Psychological Test, Group Task and Interview (Personality test). The Final Selection will be conducted tentatively from Jul to Oct 22.All documents/certificates verified during PSB are also required to be produced in originals during FSB. Board conference is held on last day and thereafter recommended candidates are sent for Stage-IV i.e. initial medical examination.

Note

  • If, total marks of two candidates are same.
  • Then, the candidate with more marks in Stage-III will be higher in merit. If, Stage-III marks are same for two candidates.
  • Then, Date of Birth (DOB) of candidates will be compared and candidate older by age will be higher in merit.

Stage-IV (Medical Examination)

  • The candidates who clear Stage-III are required to undergo a special medical examination at Base Hospital, New Delhi. Candidates declared unfit in Special Medical Board(SMB) are included in the merit list, because the candidates declared unfit in SMB have the liberty to appeal the verdict and will report for appeal medicals at designated service hospital within 42 days of completion of SMB. If declared unfit during appeal medicals, they have the option for asking for a review of the results. In this case, the approval of the review is accorded from Director General of Armed Forces Medical Services (DGAFMS) through Directorate of Medical Services/CGHQ. If the review is approved, the designated hospital for the conduct of the review is indicated in the approval. The decision of RMB will be final and no further appeal will be accepted.

Stage-V (Induction)

  • The candidates who clear Stage – IV and stand in All India Merit List as per the vacancies available will be provisionally selected for training and will be required to report at INA Ezhimala for Naval Orientation Course (NOC) as per the instructions. All India Merit List will be based on combined marks of Stage-I and Stage-III. Candidates reporting at INA Ezhimala for training will first undergo photo and biometric verification.

Result Declaration

  • The result of each stage of selection procedure from Stage-I to Stage-V can be accessed by login to the candidates account on ICG website. The result of the online examination at Stage-I will be announced tentatively within 30 days

Medical Standards

  • All candidates recommended by Final Selection Board will undergo Medical examination at nearest Military Hospital as per medical standard prescribed in current regulations applicable to Assistant Commandant Entry. The prescribed/current medical standards are as follows:-

Height

  • Asst Commandant (GD)/(Tech) and Law 157 Cms minimum. Reduction in height for candidates from hilly areas and tribal areas will be in accordance with the Central Govt. regulations.
  • Asst Commandant (CPL-SSA) (Men/Women). Minimum 162.5 cms and maximum 197 cms, leg length minimum 99 cms.
  • Asst Commandant–Women(GD/Law). Height Minimum 152 cms
  • (b) Weight. Proportionate to the Height and Age, + 10 % acceptable.
  • (c) Chest. Well proportionate, minimum expansion 5 cms.

Tattoo

  • Permanent body tattoos are not permitted on any part of the body. However, certain concessions are permitted to candidates belonging to tribal areas/ communities as declared by the Govt. of India. For other candidates permanent body tattoos are only permitted on inner face of forearms i.e. from inside of elbow to the wrist and on the reverse side of palm/back (dorsal) side of hand. Merit List

  • Recommendation in FSB does not confirm final selection. A merit list will be prepared for the medically fit candidates on the basis of marks obtained by the candidates at FSB and depending upon the availability of vacancies
  • The list of candidates selected on the basis of merit list will be uploaded in Coast Guard recruitment website joinindiancoastguard.gov.in. The joining letters will be issued accordingly

Travel Allowance

  • To & Fro travelling fares by AC III/Chair Car or actual normal bus fare by shortest route (only from the current or permanent address mentioned in E-admit card) to the candidates appearing first time in FSB (Stage-II) will be reimbursed on production of original tickets only. The SC/ST candidates will be reimbursed IInd class railway/bus fare for PSB and FSB irrespective of the number of appearances.
